 🚨 दिल्ली में आज से बड़ा बदलाव: पुराने पेट्रोल और डीजल वाहनों को नहीं मिलेगा फ्यूल!


1 जुलाई 2025 से दिल्ली में एक सख्त नियम लागू हो गया है। अब 10 साल से पुराने डीजल वाहन और 15 साल से पुराने पेट्रोल वाहन किसी भी पेट्रोल पंप से फ्यूल नहीं भरवा सकेंगे। इस फैसले का सीधा असर उन लाखों लोगों पर पड़ेगा जो अब तक इन पुराने वाहनों का इस्तेमाल करते आ रहे थे। यह नियम दिल्ली के वायु प्रदूषण को कम करने की दिशा में एक बड़ा कदम माना जा रहा है।


यह प्रतिबंध केवल दिल्ली में ही लागू नहीं होगा, बल्कि आने वाले महीनों में एनसीआर के अन्य शहरों में भी इसे लागू किया जाएगा। पहले चरण में दिल्ली के 350 से ज्यादा पेट्रोल पंपों पर यह लागू किया गया है। पेट्रोल पंपों पर ऑटोमैटिक नंबर प्लेट रीडिंग (ANPR) कैमरे लगाए गए हैं, जो पुराने वाहनों की पहचान करके तुरंत सिस्टम में अलर्ट भेजते हैं। इन कैमरों को केंद्रीय VAHAN डेटाबेस से जोड़ा गया है, ताकि वाहन की उम्र तुरंत पता चल सके।


अगर कोई व्यक्ति इस नियम का उल्लंघन करता है तो उस पर भारी जुर्माना लगेगा। दोपहिया वाहनों के लिए ₹5,000 और चार पहिया वाहनों के लिए ₹10,000 तक का चालान काटा जा सकता है। इतना ही नहीं, वाहन को सीज या टो भी किया जा सकता है। नियम का उल्लंघन करने वाले पेट्रोल पंपों के खिलाफ भी मोटर वाहन अधिनियम की धारा 192 के तहत सख्त कार्रवाई की जाएगी।


इस फैसले की ज़मीन काफी समय से तैयार की जा रही थी। 2014 में नेशनल ग्रीन ट्रिब्यूनल (NGT) और 2018 में सुप्रीम कोर्ट ने ऐसे वाहनों को सड़कों से हटाने के निर्देश दिए थे, लेकिन अब जाकर इसे सही मायने में लागू किया गया है। सरकार का दावा है कि दिल्ली में वायु प्रदूषण का 51% हिस्सा वाहनों से निकलने वाले धुएं से आता है और पुराने वाहन इसका बड़ा कारण हैं।


हालांकि, इस फैसले को लेकर काफी लोगों में नाराजगी भी है। कुछ लोगों का कहना है कि उन्हें पर्याप्त समय नहीं दिया गया, जबकि कुछ पंप मालिकों ने शिकायत की है कि उन्हें जरूरी तकनीकी सहायता नहीं मिली। कई पंपों पर ANPR कैमरे अभी पूरी तरह से इंस्टॉल नहीं हो पाए हैं, जिससे शुरुआत में असुविधा हो रही है। कुछ लोग यह भी कह रहे हैं कि यदि पुराना वाहन दिल्ली में फ्यूल नहीं ले सकता, तो लोग NCR के दूसरे शहरों में जाकर भरवा लेंगे, जिससे असली समस्या हल नहीं होगी बल्कि एक जगह से दूसरी जगह शिफ्ट हो जाएगी।


AAP पार्टी के नेता सौरभ भारद्वाज ने भी इस नीति की आलोचना करते हुए कहा है कि यह बिना तैयारी के लागू किया गया फैसला है, जिससे जनता में भ्रम फैल रहा है। उन्होंने इसे एक "नौटंकी" करार देते हुए सरकार को घेरा।


हालात यह हैं कि सुबह 6 बजे से ही कई पेट्रोल पंपों पर पुलिस तैनात की गई है। पुलिस कर्मी, ट्रैफिक अधिकारी और सरकारी पर्यवेक्षक पंपों पर मौजूद रहकर नियमों की निगरानी कर रहे हैं। जिन गाड़ियों की नंबर प्लेट से पता चलता है कि वह उम्र पार कर चुकी है, उन्हें वहीं रोक दिया जाता है और फ्यूल देने से साफ इनकार किया जा रहा है। पंपों पर नोटिस बोर्ड भी लगाए गए हैं जिनमें लिखा है – "समाप्त आयु वाहन को पेट्रोल/डीज़ल नहीं दिया जाएगा।"


यह केवल एक शुरुआत है। नवंबर 2025 से एक और सख्त नियम लागू होगा – दिल्ली में केवल BS6, CNG और EV कॉमर्शियल वाहन ही चल सकेंगे। यह नीति धीरे-धीरे पूरे NCR में लागू की जाएगी और उद्देश्य है कि साल 2027 तक पेट्रोल-डीजल के अधिकतर व्यक्तिगत वाहनों को भी फेज आउट किया जाए।


कुल मिलाकर, यह फैसला दिल्ली को सांस लेने लायक बनाने की दिशा में एक अहम पहल है। लेकिन इसकी सफलता इस बात पर निर्भर करेगी कि इसे किस हद तक प्रभावी रूप से लागू किया जा सकेगा और जनता को कितनी जागरूकता दी जाएगी। फिलहाल, दिल्ली की सड़कों पर लाखों वाहन इस फैसले से सीधे प्रभावित हो रहे हैं और सरकार को जनता की समस्याओं का भी संवेदनशीलता से
